City requires annual Vacation Home Rental License (~$200) under Code Ch. 870, originally adopted ~2000 and amended in 2020 and 2024-25. Two tracks: Tourist Homes (owner-occupied, allowed in most residential districts, must be spaced 1,000 ft apart) and Vacation Homes (non-owner, commercial districts only). 25% cap per new multi-unit building in C-1/C-2 zones. No day cap. Local agent required. Local lodging tax 5% on top of state 6%. STRs prohibited in industrial zones. Granicus Host Compliance used for compliance monitoring. Controlling precedent: Reaume v. Township of Spring Lake (2020) established that STRs can be classified as motel use and excluded from residential zones — this case originated in the Grand Traverse region and is the most-cited Michigan STR precedent.
